The Miah letter can be responded to in such a way as to 'scare' them off from pursuing you. Do a search on here.
Essentially you will write to them and ask them to provide a breakdown of where this mysterious £150 has come from, when all they've done is sent a template letter (which will have cost b*gg*r all). There are SRA regulations which they would appear to have broken by doing what they're doing (i.e. inflating the amount owed by a fictitious claim for legal fees they haven't actually run up).
There are some excellent examples of letters you can send them over on PepiPoo on the Private Parking Tickets forum.
Don't just cut and paste, ensure that you tailor anything so that it fits your circumstances, but essentially this is a try on, and if twigged that you are aware that it's a try on, then Miah may well back off rather quickly.
At the very least, they will refuse to answer some awkward questions, which won't look very good for them if they DID try a court claim.

Pepipoo has lots of threads about UKCPS and Miah. Search around there, particularly for letters drafted by Gan. Here's a particularly good one you can tweak* and use yourself: http://forums.pepipoo.com/index.php?showtopic=102410&st=20&p=1123845&#entry1123845 - post #28.
*Do not embellish the letter, it's carefully worded to paint them into a corner. Anything you add will only allow them wriggle room and the opportunity to fudge and obfuscate. Change only the names and amounts of money as appropriate, and the fact it's not an actual claim yet, but just a threat of one.0 -
They do issue the occasional claim though, so best to write as suggested and show them that you are capable of making life very hot for them if a judge were to look at their paperwork and their £150 'fiddle'.
