My first PCN from PCN NW limited

Hi all

Hope someone can help!

I received a PCN from PCN nw limited 12/5/15 and thought it best to ignore it but now im having second thoughts as i have just received a letter from Gladstones solicitors asking for payment!

Im not sure where to go with this and which letter to write? Do i contact the solictors or the parking company

Basically the reason i ignored it was they stated i arrived at 14:36 bit i only arrived 2 minutes before my hair appointment at 14:58

They then say i left at 16:46 but i didnt my hair appointment ended at 16:40 and its one minute away.

They have written that they have "handwritten observations"

    As you are now more than 3 months after the event, any appeals route is no longer available.

    As you've ignored so far, you have the following choices (after first reading the NEWBIES FAQ sticky, near the top of the forum read list, one page back from here):

    1. Pay (but no one here would advise that, after all you're on a MoneySavingExpert forum!).
    2. Continue to ignore any and all future correspondence from the PPC, Gladstones or any debt collecting agency, other than a LBA or MCOL/real, stamped court papers (check newbies sticky for acronym explanation), come back if you get any of those.
    3. Complain to the landholder who hired this PPC to get this charge cancelled.
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    How do i find out who owns the land and how to contact them?

    Also, what does a letter before action look like?
  • how did you receive the ticket , on the car , in the post?


    date of the "offence"? 12/5/15
    date of first letter received?

    1. Landowner - you need to do some research. Try Google, try asking any retailers on the site as to who they pay rent to. We don't hold a database of every single site nationwide with landowner details!

    So i emailed them explaining the information i mentioned at the first thread. I then received a letter in June


    Letter received today dated 6/8

    I trust the signage was large enough to state the FULL terms and conditions , inc reference to data regeresting , vat number , company number etc etc , because you are unable to read it online

    if so you need to return and photo what there is.
  • Just had a look at that and it says its been passed to debt recovery and the balance is £160

    Also the timings are all handwritten where as the rest is printed

    Observation from and observation to have been hand written?

    They have also included the picture of the sign stating i was over the two hours

    Their notes say 14:36 to 16:46 so 10 minutes over but i certainly wasnt there at that time

    ok , lets get my head around this , there was a ticket on the car , partly printed , partly hand filled in , the ticket said you parked at 14.36 and it was filled in to say the ticket was placed on your car at 16.46 , but yet you returned to your car at 16.41


    clever bloke that wardon , the photo , what does it show , and is it time stamped


    call, there bluff , tell them you received a speeding ticket (with picture) timed at 14.40

    have you any way of proving you were elsewhere between 14.36 and 14.58 , supermarket recept , cash machine recept , etc etc


    do you know who owns the land ?
