The only thing i've ever had that allows me to park in that space is a permit with the relevant bay number indicated. This whole issue started when I was ticketed for not displaying a valid permit (although I was displaying the only permit issued to me at the time!) I now have received an updated UK-CPM permit however the charge is still being pursued.
When I first moved in I provided my letting agent details such as vehicle reg but as mentioned there is nothing in the agreement referring to an allocated parking space. The landlord was not sent updated parking permits when the management company changed so I have asked he follows that up as a separate matter.
It appears he is on my side and he has offered to refund any fines that I pay - however I have argued the point that this is not my issue and he really should be taking this up with the management firm (UKCPM) Plus there is no guarentee he will refund me so I am reluctant to part with any funds.“It is not the man who has too little, but the man who craves more, that is poor.”0 -
Quick update all, the land lord has paid the first ticket to avoid any further issues with the parking firm (his words not mine.)
I am a little miffed as I have been left to deal with the second ticket. A letter of appeal was rejected on Friday so I am no proceeding to appeal to POPLA as I have been offered no further support via the land lord or letting agent. Do you think it is worth keeping the pressure on the land lord and agent as this is surely their problem and not mine!?“It is not the man who has too little, but the man who craves more, that is poor.”0 -
yes you should keep the pressure up , especially if you think its their fault and not yours
as for popla, register your code on their site so that the ombudsman services can contact you about your appeal (its no longer popla)0 -

No, my flats are a relatively small block on the other side of town, I heard the PCN patrols a fair number of car parks in Crawley and I hear about this kind of dispute all the time. We're planning to move out next year so hopefully I'll find a place where I can park without any hassle!
I'm sending the appeal today and have already penned a letter of complaint to my agent/land lord. Apart from this incident they have been very supportive over the last few years.“It is not the man who has too little, but the man who craves more, that is poor.”0 -
Just a quick update on this one. PCN number one was paid in full via the landlord, PCN number two is now in a state of flux as I am waiting to hear back from my appeal to POPLA. I’ve found the appeals process a tad annoying as I had to resubmit my original appeal after chasing via letter (long story short the first appeal wasn’t received via the online tool even though I had received email confirmation – system error to which they apologised for)
So now I found myself waiting for a reply really. No such follow up from UK CPM although I do see their agents patrolling the grounds of my residence every so often. My letting agent has sent me a letter to back up my statement to POPLA regarding the display of the old/replacement permit.

Would you believe this is still on-going. UK-CPM have gone back to POPLA claiming I have accepted liability by paying the first notice (please note it was my landlord who settled the charge as a gesture of good will) I have contacted the land lord/letting agent today with an update.
In the event POPLA reject my appeal what should I do next? I do not intend to pay any such notice and it is utterly rediculous that I am being penalised for parking at my own home!
I've considered writing to the MD of UK-CPM, worth a shout or waste of postage?“It is not the man who has too little, but the man who craves more, that is poor.”0 -

Waste of postage as he is a waste of space. They're on another planet with regards to understanding contract law. They have provided you with no consideration (a parking space) as you - or technically your landlord - already have one.

So you mean UKCPM have sent you a copy of the evidence pack? This is a normal stage of POPLA and you need to respond.
All you do is email POPLA your comments. You get the last word at POPLA so don't miss out. Tell POPLA you only just got that evidence pack from UKCPM (you only have seven days to add comments) but POPLA are quite flexible even if the Portal is no longer showing a comments box. They'll accept an urgent email of comments.
