He's not entitled to that until he enters a not guilty plea. So are you honestly suggestions he turns down a course, fixed penalty notice and goes to the most expensive and time consuming option?

How long do you have to reply to their Course/FPN offer letter ?

I believe it's either 14 or 28 days. In either case, at least 2 weeks ago, so that'll be points and a fine now then
