Carrier bag ripoff

My son wanted to go into Lee Green newsagents to buy his own sweets we said ok and waited outside, he also wanted to get a carrier bag and we told him it would be 5p extra as he hadn't spent over £3. he came out with the sweets and a CO-OP carrier bag which cost 5p its not the cost its just co-op bags are free what a cheek.

Everywhere will be 5p soon so I'd just get use to it and remember to take your own

What were the sweets loose?
If that's the case then even here in Wales the bag would have been free0 -
From October there will be a 5p tax on all carrier bags. Time to get used to taking one's own.0

If this is Lee Green in South East London; then the newsagents is competing with a large Sainsbury across the road and Iceland in the same precinct (and will be knocked down and replaced with an Asda before long...) so they are probably tight on margins. However, charging for a re-used bag is sneaky - those small black or blue/white striped bags are probably less than a penny each to buy in bulk.

What bugs me is when charity shops want you to pay for a carrier bag. You know they get loads of donations in carrier bags , why don't they recycle them? but they throw them away .0

And in ScotlandThe Regulations specify a number of exemptions where there is no requirement to charge for carrier bags.
Bags of any size used solely to contain exempted items listed in the Regulations:
•Unpackaged food for human or animal consumption; such as loose fruit and vegetables, bakery items, pick and mix sweets and dry animal food.
