yup , BUT unless they are accredited with the BPA for ANPR (they are not) then the DVLA are not allowed/sanctioned by law to release this info until day 28 for it to be POFa 2012 acceptable , and JD have broke there agreement with the DVLA ,

therefore those tickets are not compliant with POFa 2012 , but there again , where PCS are concerned , this will not matter

" If they have the EDI link they don't need to put a ticket on the windscreen as they will be able to deliver the NTK within 14 days"

but they have not got a EDI link , thay have not been accredited by the BPA to use this method
Give me strength!! You are totally misunderstanding what is law & what are the guidelines of a members' club. The DVLA has the total discretion to sell their data to anyone. They make the rules by which they abide. The PPC doesn't need to be accredited for ANPR by the BPA Ltd (whatever that means) in order to buy RK details from the DVLA they just need to be members of the AOS. The method used to record the vehicle registration number is irrelevant.

Bazster , JD are not authorized by the BPA to use ANPR

I'm not aware that anyone requires BPA approval to use ANPR, but since they're not using ANPR it's irrelevant.
therefore they must apply a ticket to the vehicle and wait 28 days before contacting the DVLA , they have failed to do this , so they ARE acting without the backing of POFa 2012

Not true. PoFA doesn't say anything of the kind. All PoFA says is that if a Notice to Driver is not given then a Notice to Keeper must be sent so that it's received within 14 days. It says the square root of naff all about ANPR.
and are breaking there agreement with the BPA and the DVLA

    The DVLA says otherwise.

All that's required here is standard appeals, you are not helping by muddying the waters with your misinterpretations of PoFA and pretty much everything else.

    This is pure fiction.
