    good morning, thanks for replies

    her dad is the RK - I will be putting it in his hands once iv been instructed by you lot.

    there were NO PCN recieved at all just NTK

    can't upload URL for images because I'm a new user.. help just been and taken a couple of pictures one of which could be the ANPR on the roof

    can i email them to someone to upload for me? yes we will have moved the car 3 times were always in an out. interested you say.. just so I'm clear.. JDPC aren't registered/licensed/accredited/approved/allowed to use ANPR?

    i think its the maintainance men lol

    put you piccis on the web , and post the link , but alter the HTTP to HXXP , and one of us will alter and post them , when you say cameras on the roof , that will probably be an CCTV camera used by the caretaker/council/police? , what we need to know is if JD are clearly stating on their signage that ANPR is being used , either by text or by a logo .


    CCTV cameras are very different to ANPR cameras ,

    so therefore , no ANPR = ticket on car = NTK between 29=56 days , which they have not done , therefore they haver failed POFa 2012 , so they can only chase the driver not the owner ,


    unfortunately her father is going to get lots of worrying letters from PCS/DR+ and zenith , can he stand fast? ,


    this mob will probably pay anyone £10 a time for a photo , so YUP it could be the maintenance blokes ,

    There is not a cat in hell's chance of JD using ANPR. Most likely it's a self-ticketing operation where some Norris Cole-type resident took a picture with a mobile 'phone and sent it to JD.

    just spoke to the maintainance guy.. its not him! lol
    he seemed bemused and said he knew nothing about it. said theres one camera but thats for our/their safety.

    so receiving a NTK in less than 29-56 days is a failure to comply with POFa 2012 , I think a word with the BPA about this , and seeing as this is a one man band , the DVLA , because this scum life is very unlikely to have paid for your info 6 times ,

    ahh he is stating ANPR (by showing the recognisable camera logo) however his equipment has not been accredited or approved by the BPA


    he is also stating "camera technology" , that's a Samsung galaxy!! but that does not exempt him from placing tickets on vehicles and not applying for info from the DVLA until day 28 after the event , he is not playing ball and is breaking his agreement with the DVLA ,,,,,,,,,,,letters/email time!!

    POFA 2012 is, unfortunately, not helpful re hand held cameras and it may very well be the maintenance men who snapped you as if it was a warden then why would he not leave a ticket?? The maintenance men would not be in a position to issue you with a compliant windscreen ticket but Santa may have sent them a cheap camera for Christmas.

    POFA reads
    "(1) The second condition is that the creditor (or a person
    acting for or on behalf of the creditor):
    (a) has given a notice to driver in accordance with
    paragraph 7, followed by a notice to keeper in
    accordance with paragraph 8; or
    (b) has given a notice to keeper in accordance with
    paragraph 9."


    (a) didn't apply so Paragraph 9 would be the condition that applies and that has a 14 day period and would also apply if you drove off when the warden was mid-ticket.

    It is up to a judge ultimately to decide if a hand held camera photo was evidence of the parking contravention.

    Sorry - ;posted before I read the maintenance men's denial and your picture. However, the notice does not say that only ANPR is being used - it just says camera technology . ANPR is automatic number plate recognition. Any idiot with a mobile phone can snap a picture and the PPCs employ some staff (not necessarily all) who can read.

    Further edit:- I would not rely on Freddy's 28 day interpretation personally. I think he is incorrect.

    we can all see that this is a shady guy (not you Guys dad!) , paying people to photo cars , now the situation is that he uses PCS as his back office , but WHO applied for your info from the DVLA , and how many times?
