    That sign says Nationwide Parking Enforcement, OP parked in Norfolk Parking Enforcement.

    no it says NPE and below that it explains that they are "nationwide parking enforcement providers"


    what we cannot see on that sign is the terms of contract , IPC/BPA membership , company reg No and an address

    Further searching makes it look like these are only developers working for the owners.

    You say in your OP that you have received the NTK so presumably the windscreen ticket was at least 4 weeks ago?

    I believe Nationwide Parking Enforcement and also National Parking Enforcement are both trading styles of Norfolk Parking Enforcement Limited. Shame we can't see the bottom of the sign to confirm.

    Here's another news story about the introduction of parking restrictions from last September.

    Yes, the ticket was put on the car on 13th June - 5 days after the new regs came into being. The NTK is dated 16th July, so let the appeal process begin!!!! - I'm off to write a letter!
    Thanks thingmaBob - I've got a couple of names for Raven Land Management now, so I'll write to them to ask for the land owners details.
    If anyone's interested, and if I can ever find my way back to this thread/page or whatever you call it (!), I'll post the outcome.

    The letting agents should also know who the owners/managers of the centre are.

    You should also complain to any shops you may have used, particularly if you have receipts to show them. Speak to the managers not the assistants.

    I parked on this car park yesterday. It's a free car park but you have to use machine and enter your Reg No. And leave ticket on display in your car. this gives you 2 hrs free parking. After this parking charges apply.

    There were several clear signs to this effect on the car park.

    Is the OP saying she parked for 45 minutes in addition to the 2 hours?
