I received a parking ticket and just don't believe the signage is obvious. The car park has been free to park for the last 15 years (at least). On entering the car park there is a notice up but it just states that 'Parking restrictions apply'. But parking restrictions have ALWAYS applied, ie not parking on a Thursday - market day, and not parking after 8pm as the car park closes. There is nothing to say that NEW parking restrictions apply. I am not an unobservant person. The car park is called 'Millers Walk' car park, and from the car to Millers Walk there are no signs asking 'have you paid and displayed' or in this case the first two hours are free so 'have you obtained a ticket'. My car was parked for approx. 3/4 of an hour. I know that 'ignorance is no defence' but I genuinely don't believe the signage is obvious. What can I do? I have received my NTK from Norfolk Parking Enforcement Ltd which states that I MUST tell them who the driver was in order to appeal. Is this right?

if you get chance , nip back and see if there are CLEAR signs , saying ANPR in force , or as the IPC allow "a little sign with a camera " on it0 -
It's a private car park, not council. There was a ticket put on the car but it got thrown away in disgust!! There are definitely NOT clear signs in my opinion about anything. My main grudge is that the NEW parking restrictions had only been in force for 5 days when my car was parked there and got the ticket and there was nothing to state that these were in fact, NEW parking restrictions.0

Right, first thing to do is not to panic and calm down - there is a process for dealing with this and it does not need anything to be done immediately.
I'm guessing from your post that the ticket was placed on your car? In which case do absolutely nothing for and wait for Norfolk Parking Enforcement (NPE) to send you the Notice to Keeper (NTK) document. Legally they must do this this between 28 and 56 calendar days after the date on which the original ticket was placed on you car.
Whilst you are waiting for the NTK, then go and read the "newbies" thread here:

You also need to find out the landowner if you can. It does make a difference to your appeal if it's the council who actually own the land.REVENGE IS A DISH BETTER SERVED COLD0
