you are going down the same path as fergie and his apcoa hospital complaint (see post #10 on page 1), where he complained to his mp, complained to the CEO at the hospital, sent in FOI requests for copies of the contract and other information , until they got fed up and wanted to charge him for the work to be done , then sent in an LBC due to threatening to counter sue under the EA2010 by issuing an MCOL
if you are up for it, its a similar path but he is further along than you
clearly they are ignoring Jeremy Hunt`s guidelines that state that the trusts are jointly liable for the actions of their employed contractors0 -
As APCOA are likely to threaten court action, ask them for the name of the senior officer of the Trust who will represent the Trust as you will be naming him/her as second defendant if this should go to court, and ask for the dates when he/she will not be available to appear at court during the next 6 months. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

and also ask as a FOI request that they supply a copy of the apcoa/trust contract to you within the normal FOI timescale too0
