Got any reference to that? All I can find is a rumour, relating to Dubai, which turned out to be untrue.

I lived and worked there for over seven years.
Several people (myself included) wanted to buy a diesel car to export back home when we finished our contracts.
Not possible under any circumstances was what we were told by both the local M-Benz dealer (Juffali)and the VW dealer (Bin Laden)0 -

Clarification needed here.
It was possible to order a new car from the factory to be delivered to you in Saudi Arabia.
Very little local tax and no import charges - so it was possible to obtain a RHD UK spec Mercedes-Benz for approx half of the price in the UK.
After owning it for a year as an ex-pat in Saudi you could either ship it home from Dammam to Felixstowe for approx £800 or drive it home and make a holiday of the trip.
If you did that at the end of your contract when you were permanently returning to the UK, there was no import duty to pay.
No problem in getting a UK or Eire spec car as long as it was a petrol model.
Some folks tried ordering diesel models from Al-Haddad in Bahrain, with delivery in Bahrain which was definitely possible as ex-pats there did that very thing and then importing privately into Saudi across the causeway - but no dice - they simply didn't want diesel cars in the country.0 -

You don't have a Diesel or a Petrol refinery. You just have a refinery please see Adrian's post about the distillation process.0 -
