To operate a 13 seat vehicle for hire and reward you need to be licensed as a bus/coach operator, not licence by the local authority as a taxi/private hire vehicle.

It's highly unlikely a company would have gone to the expense of buying and maintaining a limo without knowing the rules. So whatever point you are making they likely know whom governs what in the industry they work in
