Can you show me where exactly in the FAQ it suggests to not pay before to claim? I am sure I have missed it (this is not sarcastic)

If you could pay to 'protect' the joke/bribe of a 'discount' and still appeal to any PCN - don't you think everyone would? How exactly would that work if everyone paid then appealed. You can't do both.

Pretty much every thread here says 'do not pay', including the Newbies thread.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Please show me where in the Newbie thread it even implies paying let alone out right suggesting you do ?

The third paragraph of the first post:
This isn't a real parking ticket. Don't be scared. DO NOT PAY THE THING.

well a FAQ, should not leave anything open to interpretation. I know nothing about PCN, let alone I come from another country/culture so it's all new to me, how am I supposed to know I have to interpret what you consider right and wrong?

Because it's obvious? We never get people paying and appealing. Think about it, the two things are clearly mutually exclusive and you don't have to know anything about PCNs to realise that fact.

More worrying is the fact you think it's OK yet you've seen who the victims are and could very easily find yourself with one (as I explained above, permit holders are their main prey). Take off those rose-tinted spectacles and see who gets one next. My bet is another visitor, a delivery driver, visiting nurse or health visitor or a permit holder with a courtesy car or a slipped-down permit. A happy hunting ground for UKCPM.

Me too - and sorry for ALL the Residents that this fox has been allowed into the hen coop and the Residents' Committee think that's a good thing and actually believe that you (your agent) can fine people. Hopefully enough complaints in the meantime will cause the Committee to kick out the scammer in a year. I hope they catch no-one but that's NEVER going to happen; any old excuse and these firms pounce, it's how they make their dirty money, nothing to do with parking management or stopping rogue parkers from elsewhere.

It's all about the money to firms like UKCPM.

No doubt the 'service' was offered free...like a protection racket?

It goes much further than you thought .........

what will the builder now do?

how about charge for any further work at a higher price to cover possible scams again ..........

and then tell other tradesmen / organisations the same

so it will be the residents who will be paying the price in future ....
