Can I challenge a penalty charge on behalf of another person?

Hi,
few days ago I hired a bricklayer to carry out a job on my property. He didn't park on the visitor spot and he forgot to ask me the permit park for guests (and I forgot to give it to him).
Do you think I can challenge the penalty for him in order to prove that he would have had a permit park if we weren't so distracted?
P.S.: a note probably not relevant, but the road is not property of the council. It's a private property managed by a private company.

The registered keeper (RK) of the car will receive a Notice to Keeper from the PPC. Either he/she (as RK) will need to deal with this or provide the name of the driver (if not him/her) to the PPC.
Now who might be named as 'driver' is up to the RK (we would never encourage or condone falsehoods on the forum), but as I said it's really either the RK or 'the driver' who needs to deal with this.Please note, we are not a legal advice forum. The PPCs aren't interested in the truth, they're only interested in grabbing money.
The only thing you can do if the brickie can't/won't do it for himself is to do all the research and writing on his behalf, in his name. Don't misrepresent the truth.

its not a penalty, its a private parking INVOICE , so an invoice
they dont care about truth, just extracting the most money from your wallet

The contravention is : Not Displaying a Valid Permit.
The ticket has been paid just for safety.
This is what I was going to write:To whom it may concern,

I am writing to formally challenge, on behalf of Mr XXXX, the above Parking Charge Notice for the Vehicle registration number XXX owned by XXX.
On the 23rd of June 2015 at 9,15 Mr XXXX was visiting my property, located at XXX, to discuss a brickwork soon to be started at my property. Due to unfortunate circumstances, his vehicle hasn't been parked on my private parking slot, neither I remembered I had to give him the parking permit at my disposal.
For this reason I kindly ask to consider refunding to Mr.XXX the cost of Parking Charge Notice due to the exceptional circumstances since he was my guest.
If you find my reasons justifiable, please notify Mr xxxx that his liability for the Parking Charge Notice has been cancelled within 28 days.

Regardless of the content and your English, someone has just kissed goodbye to a wad of cash that they will never see again.
None of this needed to be paid (and especially not for 'safety' as there was never any danger facing anyone).

You do not seriously think that by paying and appealing this with a backside kissing letter to the scammers will get your money refunded, you are sadly mistaken.
These lowlife money scoopers will have a nice laugh at your letter, bank your money, mark you down as sucker, hope you do it again and move on to the next target.

You are JOKING that some idiot has paid this fake PCN?
And no, you could not have appealed on his behalf. He had to appeal not pay - too late now, he can't appeal and has thrown money down the drain. OMG, more money than sense if the builder paid it, it's victims like him that allow PPCs to exist. This was never a real parking ticket!

I am not sure if who is answering this thread realised that this ticket has been issued by a company appointed by the residents committee which I am member of.
This company has been appointed by us to manage our private residential park area, since people not living there were continuously parking in our private spaces.
So please stop pollute this thread with being scammed message and let me know if you have something useful to add.
I'd say I didn't read on the FAQ that the driver shouldn't have paid before to complain. Is it something advisable? What happens if the claim doesn't work? Will the driver be force to pay the full amount of money?0
