You actually believe this is a real fine from a legit firm but this is UKCPM! We all realise exactly what sort of company this is and of course they were contracted by someone, in your case the Residents' Committee have been talked into allowing them on site. Who do you think the main victims will be?

These tickets are a scam and no-one has to pay, these are not fines. The penny just hasn't dropped with you yet and the Residents' Committee are deluded if they think this is a good idea, absolutely ridiculous to let any firm from that rotten 'industry' anywhere near your cars.

We show here how to win appeals against these firms, we win at POPLA stage. No-one has to pay even if they lose an appeal somehow.

With any PCN (including real ones from the Council, which this certainly isn't) you can never pay and appeal. And it's not a 'claim' - more like a game.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I am not sure if who is answering this thread realised that this ticket has been issued by a company appointed by the residents committee which I am member of.

This company has been appointed by us to manage our private residential park area, since people not living there were continuously parking in our private spaces.

So please stop pollute this thread with being scammed message and let me know if you have something useful to add.

I'd say I didn't read on the FAQ that the driver shouldn't have paid before to complain. Is it something advisable? What happens if the claim doesn't work? Will the driver be force to pay the full amount of money?

Then your residents committee are made up of a bunch of stupid braindead morons !!!

If the ticket has been paid then that's the end of it. You won't be getting anything back. I'd suggest to DEMAND the residents committee to cancel the contract immediately. Really, how stupid are residents committees ?:mad::mad::mad:

Although you imply at the end of your post it hasn't been paid ??????

And the builder was doing that, yes?

No. He was on a one off visit, attending site at YOUR invitation.

So you think him having to pay a ludicrous sum of money for causing no damage, or forcing any residents to incur any kind of financial loss is NOT a scam?

yes that was my mistake, I suggested him to pay anyway to not occur late into the full payment in case of problems.

At the next GM, ask the committee if they believe that a private company can legally 'fine' someone for breaching the terms of a sign placed on a wall.

Regardless of their answer, I'll tell you now that it's 'no'.

What 'claim' are you on about?

If the builder has paid the charge, it's done and dusted - finito! He'll never see his money again.

If you're going to do this for him, then you need to familiarise yourself with the NEWBIES FAQ sticky that you will find near the top of the forum index, one page back from here. It provides top advice on how to deal with a private parking charge.

Had you worked through that (where the whole process is explained) and undertaken what is already provided for you in the sticky, you and your brickie would not be in the position you are in now - and his money would not have left his wallet.

As I said previously - it's over! Build a bridge, move on.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Can you show me where exactly in the FAQ it suggests to not pay before to claim? I am sure I have missed it (this is not sarcastic)

And when the permits are renewed (changed) or one permit slips off a dashboard, or the assigned slot is taken up by someone else and you are forced to temporarily park elsewhere and put s note on your car...guess what will happen?!

You've already seen what happens and who the victims of this scam are - builders and legitimate visitors. This scheme does not stop rogue parkers, it makes money fro UKCPM from any small transgression by residents and their visitors.

Terrible that this has been paid when the advice on how to appeal is right here:

Paying UKCPM indeed. Terrible to read what's happened here.

I bet CPM promised that they take all non-payers to court as well didn't they ? Point out to the committee they have been conned, duped and that there are no ethical parking management companies out there so to dump CPM ( Criminals in Parking Mismanagement ) and do NOT replace them.
