In the NTK, UK CPM stated that if I appeal (which I did and was rejected), they would reply within 14 days.
Question 1. When does the 14 days start and finish ?
Question 2. If they are outside of the 14 days, could this be a contravention on their part and would this strengthen my Popla appeal ?

any PPC has 14 days to acknowledge and 35 days to reply under the BPA CoP (this is rarely enforced and is not a regulation, this is an unregulated industry)

I doubt that this would have any sway with popla

popla decisions are usually based on the main legal arguments

no contract (no locus standii)
poor signage
not a gpeol

as for Beavis , read this

http://parking-prankster.blogspot.co.uk/

so about 3 weeks time , with a judgment hopefully before xmas

in fact, read a lot of those blogs, you will learn a lot , believe me !

How different is the company name on the signs to the firm claiming money, I would have thought a locus standi issue raises.
I do Contracts, all day every day.

The registered company name at Companies House uses LTD, however, the signage does not.

Could you fine gentlemen please have a look at my draft Popla. Thank you.
never assume, as a man myself , I would defer to saying that generally speaking the greater number of people on here that could do so are ladies , especially coupon-mad and 4cr , so dont exclude them at all , lol :)

I am not saying its good or bad, but imho it doesnt have enough in it for a popla appeal, not compared to the many examples I have seen on here

so I will say good draft, not put more "meat" into it , especially on not a gpeol (which is in addition to the part in blue that the lady coupon-mad wrote in the newbies thread)

Thanks Redx for your comments.
My apologies to the ladies of the forum and to any other members. There was no intention to exclude, and I was caught out by my haste to get the draft checked over. I hope i haven't alienated anyone.

No offence taken by me!

I think your draft is fine. I particularly like it when people include details about why there is no keeper liability (as long as you've checked what you are saying is correct about your NTK). So many people keep missing out that slam dunk potentially winning appeal point and I have no clue why. Your appeal looks strong enough for this stage.

More important will be when UKCPM send you their evidence, as you will need to read it and rebut anything you wish to, by emailing POPLA to give you the last word.* But to be fair your case is likely to be adjourned until November anyway:

http://www.popla.org.uk/ParkingEyeLimited-v-Beavis.htm

So you'll have ages to rebut it and then another chance to add more in November if needed.

*appeals@popla.org.uk You CANNOT lodge your appeal that way but you can add rebuttals by email later. Submit the POPLA appeal online.

Thanks greatly to you all who have devoted so much of your time and effort into making things happen and I am especially grateful.
For me, not having to give money to blood suckers is a good thing but, more importantly, it's fighting for a principle and not letting these cash collecting, so-called companies, get away with harassing the general public.

I have further added to my Popla Appeal, as advised by Redx so I feel I should now send it off. Will get back to you, hopefully, with a positive outcome.

Submit it online and wait for the evidence to ping in by email from the PPC (maybe 4 weeks later) then come back here to discuss anything you've spotted in the evidence, to rebut to POPLA by email.

As I have referred to 'discrepancies' in the PCN in my Popla Appeal, should I submit an electronic copy of the PCN with the discrepancies' highlighted ?

Should I also send a copy of the operator's rejection letter highlighting where I believe they are trying to mislead me ?
