UKCPS Parking Ticket against disabled user with correct displaying of disabled badge

Advice and help please
My husband and I came to visit a friend at a privately owned housing block in Leeds. I am disabled and upon arrival we promptly looked for a parking space and parked in one, of the only two, disabled bays they had there, as usual we displayed my disabled badge and marked the time of arrival on my badge spin wheel making sure to only park for the period of time as marked on my disabled badge (3 hours).
Upon returning to our car after these 3 hours we noticed that something replicating a parking ticket was stuck to window screen, however, on further examination we realized that this was not a parking ticket given to me by the council but rather by a private company, UKCPS, whom, Urban Splash have employed and allowed rights for them to monitor the carpark.
The ticket in question has a ‘reasons for issue’ section whereby the ticker officer has marked that we were parked ‘without a valid permit or authority’, however, after a search of the carpark it became evident to me that these are the only disabled spaces within the carpark and therefore, should be available to all disabled patrons/visitors of your building. Without these car parking space I would struggle to get access to your building, I used my badge as is my right, the car was parked in a disabled bay with blue badge displayed correctly.
What action should I take, I have heard that I shouldn't give any further details to UKCPS but rather, should remain as ambiguous as possible. My question is, are they in breach of any equality law as they have harassed me despite the fact that I parked int he correct bay with my badge displayed?
Thanks

as its private land the BB does not apply, but the EA2010 may apply
you should check the terms and conditions for parking there, because the landowner may have certain conditions you did not meet
either way, wait for the NTK and appeal it, the newbies sticky thread tells you how
as these are in the IPC, they are likely to ignore your appeal, as are the IAS which is their ADR
UKCPS also take people to small claims court too , and did so recently for a pub or social club was involved
am afraid its different on private land, as you found out
try to contact the resident and managing agent, appeal to that managing agent or landowner, AS WELL0 -
IPC, IAS, ADR? What do all these mean? I'm confused... Sorry0
-
the NEWBIES sticky thread contains all you need to know, including acronyms
but to help you
IPC is a trade body for parking companies - one of two - (google it)
their IAS is the appeals system they run from knutsford (their supposed ADR)
ADR = Alternative Dispute Resolution0 -
Ah Thanks!0

its definitely all in the NEWBIES thread, as I just checked, so clearly you did not follow my advice and read it (do so several times as its overwhelming at first)
please note, you do not have any legal right to park on private land, your BB is not valid on private land and your blue booklet says so, please read that too
good luck (as you will need it with those sc@msters)
ps :- some reading for you

Sorry I am new to the forum thing, I will read the whole thread and hopefully it will all be worked out! Fingers crossed!0

When you appeal, refer UKCPS to the IPC AOS Code of Practice here http://media.wix.com/ugd/bd9e08_1f41276d43094fb1a67f61fff766eda8.pdf
In particular, page 10, section 7 Disabled motorists.
Appealing in the 3rd person, as advised in the Newbies thread, tell the PPC that the disabled passenger displayed a BB properly as, hopefully, any photos will show and that the IPC AOS demands that they make appropriate adjustments for disabled drivers. As written, the requirement is
"Under the Equality Act 2010 it is your duty to make “reasonable adjustments” to assist disabled people to use any services you provide. It is incumbent on operators to determine what is necessary on their individual sites."
Put them on the spot and ask what they determined was necessary and what reasonable adjustments they have made.0
