Help! Parking ticket woes

Can anyone please help?
My wife and I have a disabled parking badge. We picked our daughter up from a meal at the Coliseum, Ellesmere Port and parked in a disabled bay. We were there for about 8-10 minutes. During this we got a ticket for parking without displaying a valid badge.
When we tried to confront the ticketer, they were nowhere to be found.
Upon further checking later, we found our disabled badge had lapsed and we didn't know. It has since been renewed.
The problem is that I forgot totally about the ticket (home issues with my wife's health). The next thing, it's 6 months later and I get a solicitors letter demanding £275!!!
The ticket was issued by UKCPS, who say they have tried to contact me by post. I haven't received anything from them, but they're having none of that.
They have increased the fine from £60 to £100, plus added £25 administration fee and an additional £150 in legal fees to send me a letter from The Miah Solicitors, demanding full payment within 14 days.
We are on income support. My wife is disabled. We don't even have the £60 initial fine spare, let alone £275!
Can anyone help? Is this legal? Do I have any right to dispute with the badge being out of date?

if you read the blue booklet that came with this badge, you would know that its not relevant on private land anyway, which is where you have parked your vehicle

now as far as your problems are concerned, I would assume that your disabled conditions are protected under the EA 2010 ?
SO JUST BECAUSE THE BADGE WAS OUT OF DATE, THIS DIDNT MAKE YOU OR YOUR FAMILY MIRACULOUSLY GET BETTER !!
so under the law you parked there legally, but in not displaying a badge (or it being expired) , they say you broke their rules on parking there, hence the parking charge invoice from UKCPS
so your BB status has little relevance here as its private land and you broke the rules of parking (legal or not ? - only a judge can decide that)
so it has little relevance over this BB issue, and more about your rights under the EA 2010 , WHICH IS THE LAW !
so you can complain to the BPA about this and see what they say, plus the DVLA too, plus complain to the landowner for a cancellation based on everything you posted in your opening post
this MIAH thing seems to be a debt collector letter (or dubious solicitors letter) going out to loads of people at the moment for these unpaid invoices, the newbies STICKY THREAD plus the crabman sticky thread explain more about what is happening, why, what to ignore, what to challenge etc
so it all depends if you disputed the charge within 28 days of the NTK ? - or did no NTK ever arrive ?
if it did, and you appealed it , did you get a popla code ? if yes, did you use it ?
your financial status has nothing to do with this, nor the BB either
its about being invoiced for parking and breaking their parking rules, that is what you are fighting , but then maybe the PPC ukcps and the landowner are breaking the EA 2010 too ? so maybe a counter claim ?

Unless the notice stated that the blue badge was required to be current, then displaying an out of date one would meet the t&c.
As Redx stated, BBs are for the public road and wide disabled spaces are supplied by the landholder for those who meet the EA2010 criterion.
Although this is now with solicitors, write to the PPC now.
You could send a photocopy of the current BB too and be sure you write to the managing agents saying you want the charge cancelled or you may take a joint action against them and the PPC- http://www.coliseumshoppingpark.com/contact.html0 -
