    I really do not think that the above suggestion is the way to go - saying 'I will only pay it if you admit I don't owe it' is a bizarre route to take and once the debt is settled Lowell will close the file and move on.

    I would go directly to the ICO and also lodge a complaint with the Credit Services Association. Lowell are a member and the CSA operates an arbitration service which, if you have a good case, may help you.

    Not bizarre in the slightest. Its saying that it will only get paid by the mother and only if Lowells recognise that its the mothers debt and remove it from the daughters credit reports.

    That is after all the correct thing as its the mothers debt.

    All Lowells give a **** about is that someone pays it so its something they may go for and does not harm to try at first as it would avoid an lengthy dispute via the ICO which could take 6 months or more, and where there is no guarantee the ICO will uphold the complaint. As ICO cannot enforce their decisions for credit files, even if ICO uphold it if Lowells refuse you would still only have the option of going to court with the ICOs decision as evidence.

    It makes perfect sense to offer Lowells a carrot at first to hopefully avoid all that.
