    My first post.

    Council sign reads:

ANPR Ltd of Preston is contracted to prevent (stop) vehicles parking in excess of 2 hours.

If a motorist exceeds 2 hours are ANPR in breach of contract.

Curiously enough, that is precisely the premise Trev tries to use in some car parks. He claims that he must pay the landowner £100 or whatever because of that breach of his contract, and therefore this amounts to a loss to him, which he attempts to get the driver or keeper to pay. A novel approach to GPEOL, scuppered somewhat by the fact that no such contract to pay the landowner £100 has ever been proven to exist, or such a payment to the landowner ever made.

ANPR Ltd have signs that essentially are gibberish on top of lies. They claim they have to pay £100 to the council for every breach and that they are claiming that loss back from you.

This is patently idiotic and what's more the council admit they don't receive a penny from Trev.

I've heard he has finally launched a genuine court claim. If he's claiming trespass he could be in bother as he isn't a landowner or a solicitor. If hes claiming contract well based on that signage he hasn't a hope.

and a reply from the BPA!!!!

Thanks for your email and for outlining your concerns about ANPR Ltd.

I have written to the DVLA this afternoon to seek their position on the issue that you have raised with me and I will revert once this has been received.

    ANPR Ltd were informed of the termination of their membership on 8th April 2015 and we issued a Press Release on 13th April which contained the following;

The British Parking Association (BPA) has terminated the membership of ANPR Limited with immediate effect.

Following investigations arising from complaints by motorists, BPA Officers awarded 16 Sanction Points covering multiple Code of Practice breaches including failing to follow agreed procedures in handling motorist appeals and failing to live up to BPA customer service requirements.

I am not in a position to provide any further details than the above. I note your contention about FOI but as the BPA is not a statutory body, we are not required to comply with FOI requests.

While I can't speak for the CSA, the two sentences in bold above would be enough for me to carefully review an application to join the BPA if they were written by another ATA about the applicant.

Please appreciate that I am not seeking to adopt an adversarial position here and you can rest assured that I am as interested in hearing, what the DVLA's position on this matter is, as you are.

    Kind regards

I would imagine the BPA would be livid if Trev found a back door route to the DVLA database.

The BPA are losing enough members as it is and with various companies finding they do not need to be in an ATA it can only make other members wonder what they are paying their fees for.

I think this sentence from the BPA

from the Pepipoo thread http://forums.pepipoo.com/index.php?s=&showtopic=99029&view=findpost&p=1077943 says exactly that.

    yup , and recently updated

yes! and if anyone can challenge the DVLA , its the BPA , hence my email to inform him!

better the devils we know than ticket+DCA+CC papers with no appeal system

edit: the official statement from the DVLA is

DVLA do not release data to ANPR Limited for trespass and CSA is not recognised as a relevant ATA for the purposes of releasing data for parking / trespass purposes.

    Kind regards

    Liz

    Elizabeth Symons
