gosh!

ps , you could always email T.Duffy@preston.gov.uk

    inc the words

"Further to your earlier email correspondence with my colleague Ms. Parmenter, I can advise you that ANPR Ltd have supplied a copy of their membership of The Credit Services association which is an ATA registered with DVLA. "

    and add

DVLA do not release data to ANPR Limited for trespass and CSA is not recognised as a relevant ATA for the purposes of releasing data for parking / trespass purposes.

    Kind regards

    Liz

Could the message in post #43 by enfeild freddy fall under the auspices of the Berne convention, or do UK/EU regs also cover the issue(s) that that post could be said to raise?

Looking at the what do they know site the op has asked for an internal review to the answers given. That means it should be passed slightly higher up the food chain.
