    As a result of investigation.

    It may be when the allegation is initially made and it is decided then that no crime had been committed and no action is taken or report made.

    Or, on initial allegation, a report is made, the matter is investigated which reveals a crime, or not.

    In the context we are talking, in relation to motoring offences, there is an alleged offence. It is only when the case is closed, either by a conviction, guilty plea, or acceptance of a SAC or FPN, that a crime is confirmed in this instance.

    With a theft, murder etc, a crime has been committed. It's a matter of find who committed it and making the suspect face the allegations.

    Notwithstanding this definition, speeding and all other motoring offences are still criminal offences.

    FYI: A magistrates court deals with criminal matters. They will be the first stage in proceedings in all criminal cases. Serious crimes are referred up to the Crown Court and it is always the magistrate who will remand a defendant or issue bail. A County Court deals with civil matters and that's where you go if you're suing someone, hence CCJ, County Court Judgement. County Courts also deal with things like divorce.

    If I get a summons it will be to a magistrates court and I will be answering a charge of failing to provide driver details. IMLE, magistrates are scrupulously fair and will not let their personal views or suspicions cloud a judgement.

    Oh yes. Speeding is a crime too.

    So a "Crime Novel" will be about someone speeding and parking where he likes ?

    "Crimewatch" on the TV is seeking people who have Not worn a seatbelt , parked on yellow lines ?

    A "Crime Wave" will be a spate of illegal parking in a neighbourhood ?

    A Local Crime Map will detail all the motoring offences in the area ?

    Are Crime Prevention bodies trying to reduce the number of motoring offences ?

    A Crime to me is not a motoring offence , apart from very few . Motoring offences are breaches of laws which some call crimes , but i call them offences . Does it really matter what i call them ?

    It matters only if you want to communicate intelligently with other people. If your definition of a word is at variance with everyone else's then there is a problem. That's why we have things defined in laws and dictionaries.

    So no response to 90% of my post , just the tiny bit about how i define a Crime , i would guess none of those who have criticized it do not or have not dealt with Crime (My definition) for a living . Crime and minor offences are dealt with separately . A Crime Squad does not deal with motoring offences .
    Others classify offences as Crime and Summary Only , don't they ? Case files were different colours to differentiate the two and to which department they went to take each case forward .

    A Crime Squad would not deal with Common Assault, Section 5 Public Order, Harassment, low level Criminal Damage, Dangerous Driving all of which are recordable crimes. Just because you don't think motoring offences aren't criminal offences doesn't mean they aren't.

    Exactly - Just the word Crime is used differently within the Police
