Don't be put off we had the same thing. He had tourettes and he watched films all night at full volume and we have really thick walls, they even heard it in other streets  :eek:My poor husband was on the road then and had to leave at 5am for work so he had no sleep, it was so bad one night and after four years of this I phoned the police in a terrible state begging them to send someone round and just broke down and sobbed. The Seargent in charge told me that it was a lie that just because someone has a mental illness that people have to put up with it, it is down to the council to remove them.
He gave me the council enviromental health emergency number and a council officer came around and sat with us until 4am and just couldn't believe that she could hear every word, this was all through our house not just one room, every room.
The next day an enforcement officer came around and said well it is quiet now at that very moment it woke up and started again. The officer was gob smacked and looked at me and said "Your walls are vibrating" then he went into every room upstairs and downstairs and saidthis is what you put up with day in and day out? I said yes, he immediately served them with a noise abatement order wheras if there were any more complaints the council would seize everything from the house such as TV, computers, tv's anything that made a noise.
They moved 4 months later and we happily waved them off.
There is hope. See if you can arrange a meeting with the council and his social worker and explain that you fear for your safety. Failing that get up a petition for his removal.
It is very sad that these people are the way they are, but others should not have to suffer because of their behaviourBlessed are the cracked for they are the ones that let in the light

so you went thru it very badly to. the police deal with him all the time because he "claims" that these youths are picking on him and bang on his windows and inside door and he rings police all the time, but no one else every sees anything, my neighbour below even said she think he imagines this. Ever since he been in this block which has been years he has had trouble here.
The other night he rang police again saying they were banging on his front door,. now for them to do this, they have got to break into the main entrance security door which leads into the main block which would take a sledge hammer to break that down and everyone would then hear this down the street plus us in the block, he must be letting them in the block for this to happen, or is he imagining it. the police must be as thick as s"""., even a 4 year old if they saw our block could work this one out. It dont take no super brain detective to see this.
He even claimed before they were bang on his back window, first they would have to climb over the security fence which would literally rip them to pieces on the way over it, as it has spikes going up it as an anti theft device the council put in to stop entrance to the communal garden at the back to stop anyone breaking in at the back way of our buildings. Now I know anything is possible but would they honestly risk having their personals ripped to bits just so they could bang on his back window.
Ages ago there was some youths that were out for him, but he had these locked up I believe, now there seems to have appeared another lot. or these ones dont seem to exist though. This is a small block and if this was so myself and neighbour below would be seeing these people, he walks from his mums which less then minutes around corner and gets in and next thing the police are at his door. This is not just once, its like 3-4 times a week.
Even the anti social lady now is fed up with him, as I had dealings with her over him, she said he rang police again other night did I see anything, I said no it was quiet, she said he never stops does he, even she now dont believe him and thinks he just do it to seek attention.
We used to get police knocking here all the time before, did you see some one chuck custard at him, another time, some one poured a can of lager over his head, no one saw nothing. some one kicked him in the leg, in the end I got sick of it. So the police on any issues feel sorry for him and dont seem to care about anyone else.
its all just swept under the carpet. I thought it would be down to his parents with mental health though as they live around the corner. But I dont think they address the issues or accept it properly even though I was told he has been assessed.
To be honest what you went through sounds worse actually. That your walls were shaking for hours. The problem is, the police are scared to do anything when it comes to mental health issues. I think the police are very weak nowadays. I felt let down by the last incident. I even had to chase them for an answer. I told the neighbour hood team what I thought as well on the phone as felt he was trying to defend him, saying well he has problems. I said to the officer I am a neighbour not his social worker. Its down to you and council to sort this out.0 -

Also to add, the doctors declare them ok to live in the community, if they can do this and cope then I am for it, but when they cause grief and trouble to others then something should be done, but as some one else said, they are closing down all the mental hospital places where they would receive the help they probably need to live properly, so they just chuck then out into a flat some where.
My poor late father had dementia for years he was living alone in a house and I lived further away and had no other family really, in the end could not manage, I had to fight social services and threaten with court action before they even considered placing my dad in a care home for 24-7 treatment of which he needed. He went missing from a hospital for 8hrs, even after this they were gonna send him back home again. the social worker at the hospital of that time, had not even met my dad, she sat there writing out notes on a piece of paper with her stupid pen. You could tell she didnt care. Was just another days work money to her. I had to fight her all the way to get my dad the help he needed. My Dads memory was going down fast as well. When you compare an elderly person with dementia not getting help and a younger person with mental health issues being left to, it just makes you wonder really how the system sucks.0 -
Alas, public sector housing makes it trickier to chose your own neighbours or fate, and have a higher chance of neighbours with problems nobody else will tolerate (and so end up in the council's care) or people who feel entitled to everything. Can you move into a private sector rented place? Do some investigation, of course you can still get bad neighbours anywhere, but it may act as a crude sieve to reduce the number of troubled petiole you end up next to?0

Because if he is, officialdom will be scared to do anything about him for fear of being called racist.0
