    The police finally came back to me with answer after me, having to chase after them for it. Its just great when victims end up having to chase after the police for the report. Well the gist of it is this, they never bothered to file a report, they just put it down as a disagreement in the street, I was fuming with them. They said oh he is ok he wont do nothing. How do they know this. Are they experts then. I think they just could not be bothered. They dont have to live with it we do. They can walk away, we cant. The system is totally useless and we get nothing. Its been brushed under the carpet it seems.

    I'd suggest contacting your area victim support. They can make you an appointment to see an adviser /caseworker who can offer you guidance and emotional support and support of an ongoing nature you through the process of getting this resolved.
    They won't be open now until Tuesday. Or you could ring the helpline tonight or whever-here are their opening times-

    My son and dil had problems with a council tenant in their block ( only 2 of the 6 six flats were council, the others were pivately owned) dealing in drugs ( selling them through the front window which was 'guarded' by a dog who permanently sat in the window), loud arguments night and day, accompanied by dogs barking.

    Son and dil were on the top floor with a flat in between them and this family on the ground floor so the noise and disruption much have been much worse for the flat below them.

    It took many ,many complaints to the police and the council to get action.

    Finally they were given a telephone number of a council team who dealt with the case. They were told to call them, night or day, whenever there was a problem.

    The police were given a rollicking for not treating previous complaints seriously and told to take action on every complaint made.

    All this became evidence of anti social behaviour.

    The final straw came when they were awakened at 1am by the fire brigade to be told they had just put out a fire in the stairwell and were checking to see everybody was okay.

    The family were evicted after this and the council refused to rehouse them.

    Don't you have to tell the other person to stop their behaviour first before it can be considered as harassment if they continue doing it, or has that rule changed?

    I suspect YOU don't but the police do.

    Previously we had some one chuck fire bombs in our block as these people who ever they were, were hitting out at that mental neighbour, I could only assume he had upset the wrong type of person and thats how they repaid him, problem is, not just him in our block is it. The fire brigade came and put out the fire bombs on our stairwell landing. Then later they wrote stuff on the walls in our block calling him names I cant put them down here. Another time when we was going out there was a couple at his door shouting at him, I dont know who they were but obviously the were people he had upset, this was another incident another time. Every single time the police came they have never considered, why is this man always having trouble like this with people. The trouble he has had has been ongoing for years as well. Also what made me think was, how did they get into the block, as you need a special key to get in the main door of the block and its a heavy security door as well.

    The problem is like your son had to put up with it for ages like us, it seems to take them years before they even do anything. the police and council dont care and I think they are getting paid to sit on their !!!!!! and do nothing.

    I think I have dealt with them already. safer neighbour hood teams I think they call themselves, they are useless. one of them had the cheek to say to me, he has had a lot of problems. I said so have I. I lost my father late last year and have serious health issues, why is everything always about him I said to them and it seems he can do what he likes. I just feel they pity him and take his side all the time and no one else counts. No one wants to deal with him because of him mental condition. I have gotten no support at all and think now the system just sucks.

    thanks for all your help anyway, I have saved the links and taken in the advice given from you all here. It seems there is no quick fix to this problem. Even though he has mental issues he is in a way also very clever. Because when he done something wrong he then plays the disabled card to the police to make them feel sorry for him, but in next breath kicks up and says he wants to be treated equally just like everyone else. He cant have it both ways.
