Bad neighbour

We live in a very small block and we have a lot of trouble with a neighbour below with mental health issues. He threaten me in the street, shouted up abuse at our window, followed my husband to work, threatened the elderly neighbour below and tries to dictate to her how she will live her life, who is allowed to come in and out of our block on his terms, she told me she fed up with him and her friends wont come to our block to see her any more because of him and his tantrums and questioning and bullying of them.

Even though the other blocks know what he is like because they are not directly involved they sympathise, thats it. He has even climbed up a ladder to look through our window and we are on the first floor. A lady in a block adjoined to ours complained to council and police as he looked through their window of their bedroom late at night with a torch.

3 police visits he has had to do with our issues with him, the housing officer even warned him off as he also threatened her to. and a council staff member.

But because of his mental issues nothing is done and all we end up getting is CAD police numbers and council references. The police say we will speak to him and warn him, thats it. His parents live around the corner and also just push it to one side.

I had 4hr sleep last night after he threaten me in street and I also have health issues of high blood pressure and heart and painful back etc.

He was originally moved from a previous block to ours due to the trouble he had in previous block with some youths and residents.

I feel that things are just being overlooked here.

Has anyone else been through this situation with bad neighbours and what did you do? Up until recent years, I have always had great neighbours. When others would tell me about bad neighbours they had I really had no idea what they went through until now.

I have contacted the housing officer, police, and ASBO team. Its like chucking up a ten pound note and it coming down as a penny.

What can be done?

    Does he have a support worker? It sounds like he is not getting the help he needs.

He even followed me down street carry on the row. I told him to back off. at the tenant meeting he was staring at me and my neighbour as if he wanted to kill us. The meeting was about recent repairs to area and general meeting thru councils. When I left with neighbour he was walk behind us, and run up to us and just started a row. My neighbour is 80 yrs old and she has a weak heart. He is a bully and a horrible man.

    I could try her I guess. thanks. she has helped with issues in the area before. Dont know what power she has with this situation though since his condition, but I could try.

    That sounds like at least six issues but only three police visits?
    What did he threaten you with? Did you ring the police last night?
    I suggest you ring your local community mental health team and say you are concerned for your safety and that of your elderly neighbours.

    It sounds like you need to move. They're unlikely to move him because that doesn't solve anything, it just shifts the problem.

    A very sad situation all round, but you have the power to change your situation - it appears he has little control over his.

    Manchester council paid out £3,000 to a resident tormented by a nuisance neighbour, a new report has revealed.

    It was compensation for a tenant who suffered three years of misery after a neighbour with mental health issues moved in next door.

    The Local Government Ombudsman said the council should have contacted the mental health trust which looked after the man sooner. But officers were reluctant to get involved because of the man’s health problems.

    As well as compensating the tenant, the authority paid £3,000 to another neighbour who did not complain.

    The council paid out nearly £15,000 in the last financial year to people who complained about failings in a number of services.

    Moving him does just shifts the problem but then again, the OP moving also shifts the problem onto whoever moves into the flat when they move out and who's to say that one of the neighbours in the place that they move into won't be just as bad or worse.
  • If he has mental health issues he should have either a social worker or CPN. He will be on a Care Plan with Social Services/Mental Health Team. He should also be taking anti-psychotic medication, but if he isn't taking it his behaviour will be erratic and possibly dangerous.

    Talk to SS or the police with a view to getting him 'sectioned' as he could pose a danger either to himself or others.
