'Best Before' dates query

not sure were to ask this question but hopefully will get answer here.
My question is, if I buy a product that says 'best before' 1st May does that mean the product is best eaten by the end of the 30 April or does the 'best before' mean to consume by the end of the 1st May.
Just to add I understand the difference between use by and best before, just wondering on opinions of when the 'best before date' actually is

the word "before" tends to give a clue
they could write the following , but they have tried to make it easier to understand
"please eat this product no later than 23hrs59mins59secs , on the 30th of april."0 -

the person you spoke to does not know the meaning of the word "before".0 -
Does it really matter ? Surely you wouldn't throw out food with a best before date of 1st May ON the 1st of May ?
