How are you going to buy and pay a mortgage '2 or 3 bedroom house or flat' (so that covers about 80% of the national housing stock) on a salary of £16.5K?
That's before you pay for your car, gym, and music and language lessons for your as-yet unborn children. Not forgetting the immediate extension to your leasehold property...

I'd pick Grays or Romford over Basildon. I have lived there and it isn't great plus there is threat of a big development. Romford has a bad rep but it isn't that bad. Good transport links and some nice parts. Grays is okay if you go to North Grays. Chafford Hundred is fine if you like new developments. Any where on the c2c line is good as is much better service than the others.
Of course as other posters say there are better areas but you asked about these 3.
Schools are probably better in the havering area. They are bad in Basildon.0
