Outside of these is down to discretion from your local council.
What about elderly people who don't claim any benefits? They're the group most likely to need a BB......................I'm smiling because I have no idea what's going on ...:)

You can sometimes get a BB if you have walking difficulties that are likely to last for at least 12 months, or something like that. And some would probably qualify under the blind / severe sight impairment, for which you don't need to be claiming benefits for.Sealed pot challenge #232. They apply to their local council for a discretioanry badge.
If I don’t qualify for PIP, can I still get a Blue Badge?

If you do not automatically qualify for a badge by virtue of a PIP award, you may apply directly to the local authority to see whether you qualify under any of the other criteria.

Having lost my blue badge when they took my HRM off me and gave me nothing under PIP, I have had my wife apply for a discretionary one. We got the forms had a look at them and slung them in the drawer! Have you seen the form that they expect people to fill in? Disgusting.
We don't have a car anymore as the mobility one was taken off me. So we have to rely on friends, neighbours and family. So not having a blue badge really isn't such a big deal.0 -

HELLO HB - How are you today ?0 -
I'm fine. Still waiting for you to post a link that backs up what your opening post was..I believe that the government is changing the rules - so that only those with Motorbility Vehicles are going to be issued with Blue Badges in future ....
They are already changing the rules - to only issue Blue Badges to those on Enhanced Mobility PIP - and was wondering whether they will recall Blue Badges from those previously entitled to them ?
What does the forum think of these changes ?0 -

Hello HB - If you read my actual words - I simply stated that "I believe" ... not that it was going to happen
So please go back to sleep.....0 -
