Blue Badge and Motorbility - on PIP/DLA

I believe that the government is changing the rules - so that only those with Motorbility Vehicles are going to be issued with Blue Badges in future ....
They are already changing the rules - to only issue Blue Badges to those on Enhanced Mobility PIP - and was wondering whether they will recall Blue Badges from those previously entitled to them ?
What does the forum think of these changes ?

At present - the rules allow for:
I am over the age of two and have a permanent and substantial disability which means that I have very considerable difficulty in walking0 -
