Not, easily, by somebody at a boarding gate.

If they are at the boarding gate for Dublin, they would be travelling within the CTA, if the authorities decided to check if they were a citizen of the CTA they could. To do that the first thing they would do is check the person's identity - one way is by using their driving licence.

Although it would more likely to be checked at Dublin entering the RoI, rather than Heathrow leaving the UK.

No, since you'd be coming off an internal CTA flight, so security on arrival would be minimal. However, security getting onto internal/CTA flights does require ID proof on boarding, and - yes - a photo ID such as a DL proves that, but your nationality is irrelevant, since you're already in the CTA.

That is a only a requirement of the airline concerned, and it depends on the airline what they will accept as ID, between the UK and RoI:

Aer Lingus will accept: Valid Passport, Driver's licence with photo, International student card, National ID card / Government issued photo ID cards, Health Insurance cards with photo / Social security cards with photo, Bus pass with photo, Work ID with photo.

Ryanair will only accept a valid passport.

Other airlines may have different criteria.

It is not a requirement for travel within the CTA. For example, when I fly to the RoI, I need my passport (Ryanair), when I go by car and ferry, I only need my driving licence (which I have never been asked to produce on arrival).

I recently gave a witness statement at the police station connected to a driving offence.

The PC asked to see my driving licence and when I offered my photo one he said no, he needed the paper one.( which I also had with me as I had been told the paper one was the legal one not the photo one).

The "legal licence" consists of both parts, currently.

The licence consists of two parts: neither is valid without the other.

That will change in June, unless the deadline slips again.

I emailed the DVLA about my licence details not being online.

"Unfortunately, not all records are available as of yet. However, if you require specific information from your driving licence record, please respond to us using our reply form below or contact our Enquiry Unit."

See, nothing to worry about: there are still 2 weeks to the deadline, they will be looking for that shoebox as I type (unless they go home at 5pm) :D
I want to go back to The Olden Days, when every single thing that I can think of was better.....

(except air quality and Medical Science ;))
