How about Abu Dhabi?! Great waterpark on Yas Island.
Worked in a company once where Israel was considered "part of Europe" due to the Middle East Regional Office being in Dubai but never come across the UAE being in Europe at all.
If the OP is willing to go further afield then both Dubai and Abu Dhabi would be reasonable suggestions.0 -

Somewhere in northern Europe perhaps? I have never been, but Denmark seems suitable for your needs. Temperatures in the summer can be pleasant to hot depending on your preferences. Apparently you can swim in the sea and there are many water parks.
Denmark is also known as a family friendly country if you live there. Can't be much different if you are a tourist. Just a thought, you could try the visitdenmark website.
Yep Denmark (and many other parts of Scandinavia) have lovely beaches and nice weather in summer. However from the OPs description of what they want to do I think they do actually want the typical "chav" holiday but without any other chavs so I don't think Denmark will suit them.
