Private parking charge

Hi.
I'm looking for some advice about a parking charge in a private car park.
My wife has received a parking charge through the post for the newly 'Smart Parking' run Strothers lane car park in Inverness.
The charge is for £100 with an early pay discount to £60. There are two photos with the charge notice showing her car entering and leaving the car park with the time within the car park being just over 11 minutes (that is entering to leaving, not time in a parking bay).
The driver didn't buy a ticket (in fact they only left the car to swap drivers) and as they had used the car park often before, didn't pay attention to any new signs that were probably in place.
The driver said that they would pay as they should have bought a ticket, but I'm not for letting them because as far as I'm aware the charge (which is essentially an invoice) legally has to be representative of the losses the company made by the person not buying the ticket. At the rate of £100 for 11 and a half minutes, that suggests that they are charging about £550 an hour for parking!
Other than pointing this out to them, what's the best way forward? My friend who's a policeman has told me to just ignore it.
Obviously this is in Scotland so the law may operate slightly differently to England.

Yes, in Scotland you simply ignore these jokers - and the fake debt collector letters that follow. Do not identify the driver and they can't do a thing against you.
