So you need to reply to the BPA and reiterate that you appealed as keeper and the driver has never been identified and so you were NOT too late to get a POPLA code. Keep replying, and state you think they have muddled you up with another customer because you've never phoned the PPC.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Can you please just clarify that even though the 28 days has passed since NTK I can still appeal as the driver has not been identified.
Sorry, want to get this right.
Also, is there any mileage in complaining that they are telling fibs as a telephone conversation never took place0 -
You had 28 days to appeal from the date of the NTK, and you say you did appeal as keeper in that time. So yes, you were in time to appeal. And yes, mention the non-existent phone call... like I already told you to state, above.

Still waiting to hear back from BPA regarding non existent phone call.
This PCN was received in a train station carpark. I have read a couple of post on this forum and others that they cannot pursue the keeper on this land, can anybody confirm that this is correct?0 -

Could anybody enlighten me on what my next step should be? Should I ignore DRP letters?
Still not heard anything back from BPA with regards to non existent phone call. But surely if they can lie about speaking to me directly surely they can lie about receiving my appeals (note to self - ALWAYS get proof of posting!)0 -
