You can pack custard powder in hand luggage, no problem, unless you're travelling to a country with restrictions on the importation of foodstuffs, such as USA. In such case, you would need to declare it to customs - whether it's in hand or hold luggage.0

Some things simply aren't known in other countries. Custard powder in the cans is easily available in Canada. Instant Custard in the sachets are unknown in the general market place. I've seen them for sale in UK import specialty stores for over $3/packet. Coleman's Sausage Casserole powder is around $4.50.
