Proof of NCD and rip-off cancellation charges

    there needs to be better guidelines and an independant complaints ombudsmen to deal with people NCB issues.

    There can be no guidelines for NCD because it is not an industry standard thing. It works differently in different companies.

    There is already the Financial Ombudsman Service that would cover complaints around NCD issues

    A "certificate" is normally not required. Your renewal notice will state how many years NCD you have and I am yet to come across an insurer who wont accept that as sufficient proof.

    The only time I can think where it may be an issue is if the new vehicle you are insuring is different to the old one. They'd want to check that you arent getting a second car and trying to use the same NCD on both. Even then its a bit pointless because you could switch insurers on the old car and use the renewal notice for that insurer. As your old policy is now lapsed your new insurer would be willing to issue the NCD cert and you could you use that with the second car's insurer so scam the NCD onto two vehicles.

    That's the issue, it should be standardised. You either offer NCD or you don't. If you participate in the NCD "scheme" you should issue an NCD certificate at the end of the insurance term. This should be easily made available to the new insurance provider.

    Why should it be standardised?

    Who decides the following rules:

    1) how does NCD protection work?
    2) what is the maximum NCD?
    3) how does NCD react after a claim?
    4) can you transfer bike to car?
    5) can you mirror NCD if you buy a second vehicle?
    6) is your NCD effected for vandalism claims?
    7) as above but uninsured drivers?
    8) do you earn NCD in a year you make a glass claim?

    Probably about a 10th of the questions that immediately jump to mind.

    Biggest one though? Who's going to pay the billions in IT and consultancy costs to get a universal agreement and change all systems of insurers, broker, MGAs etc to enforce these new rules?

    That's just it ... I'm sure I have come across such incidents before. In fact I'm pretty sure there have even been threads here about it before.

    Whilst I've had a company car for a few years now, when I previously had my own insurance I seem to recall an instance where a new insurer would not accept another company's renewal notice as proof of NCD years. (It's too long ago now to remember who and when).

    I have two scans of NCD Certificates on my computer and the one thing they both state is that the NCD is no longer in use with my former insurer. Clearly this cannot be stated until after the old policy has lapsed.

    I know this year I moved to Aviva and looking at their covering letter they asked for a NCD Certificate but I emailed them a scan of the renewal notice and they subsequently emailed back advising it'd been accepted.

    The only possible reason for wanting a cert rather than notice is for that statement its no longer in use and that cannot be given until after its lapsed. Indeed one of the ones on my computer is from last years policy as they automatically sent on after my old policy lapsed but having used the renewal notice I didnt do anything with it other than file it.

    All Insurers issue a standardised no claims bonus proof, it's the document headed "Renewal Noticed" from your current Insurer which confirms what NCD you have and is the standard proof of no claims bonus proof throughout the industry

    but they only give you that when you renew. The whole reason why you need the certificate is when you dont renew with your insurer and go elsewhere.

    Renewal Notice = Renewal Invitation

    In with the letter will be a schedule and on that schedule will be a statement of your NCD as at the inception of next year should you renew.
