CPM - 11 digit POPLA code ?

Hello
Let me start by saying thank you for wonderful help.
Now I am at my 2nd stage (POPLA).
CPM rejected my initial appeal and sent me a letter with 11 digit POPLA code.
But shouldn't it be 10 digits ?
I was given PCN for not displaying permit.
I appealed it as my permit fell in the footwell due to condensation etc and i was parked in own designated bay.
I live in flat and we all have designated parking bays.
Also other people park in our bays and sometimes block my bay. They are never given tickets.
I have picture evidence of people blocking my bay.
I live in the flat, parked in my own bay, have permit.
Why do i have to pay ?
Do i have ground here ?
Please i will need help with correct wordings etc.

also please check your lease for terms/conditions re parking parking space

check post #3 of the NEWBIES sticky thread, where there is a link to various popla appeals (it is an appeal, not a template)
you also need to sort out that popla code as it should be 10 digits , not 11
complain to the PPC and to the BPA about it asap0 -

what does it actually say ? because if that is really what it says then they can not force permit parking on you!

Thanks for the reply.
I actually sent email to BPA yesterday about the POPLA code.
They have asked me to send the actual letter which I received.
I have sent them the letter copy via email.
Waiting to hear from them.
Do I also need to inform UK CPM (parking company) ?0
