    Your off again. The employment market in London is already distorted by in work benefits and to think that you can to revert to simple supply and demand without major difficulties is naive.

    why do you doubt it would work in London and other shortage areas?

    A matter of scale although building more would be a start.

    How about encouraging some firms to move out of london?
    There doesn't seem to be a need to have a back office in London anymore for all but a few, but market forces doesn't seem to supply the motivation required to overcome the inertia of replacing or relocating staff.
