    You 'have a numbered space with permit.' Can you not keep it permanently on show? - 'sometimes I forget to keep permit on dashboard'.

    This seems to be a good plan. As a lease holder, I would not put up with it, but OP is a tenant. Nor would I allow them to write to the MA/headlease holder. I have just had to read the riot act to one of my tenants who got a bit stroppy with the MA over works of which I had approved.
    You never know how far you can go until you go too far.

    & ... that letter was from the OP's landowner not landlord. OP now needs to deal directly through the landlord.

    To answer some questions:

    -Permit is printed, you purchase them from PCM is you lose it. Mine came with the flat from the previous tenant.
    -All neighbours in my block are renting tenants, all have the same tenancy agreement. Absolutely nothing in there about parking, going to try my Landlord for the lease contract
    -'Can you not keep it permanently on show?' Since receiving the PCN's I have taped it to my windscreen

    Neighbour finally got back to me with their copy of the leaseholder agreement.
    We've read through it thoroughly and these are the only sections relating to parking:


    Rights Included In The Premises:

    8. The rightto use in common with all others entitled to a like right on a first come firstserved basis any Car Parking Areas marked with a “V” on the Lead Plan (if any)for the temporary parking of visitors private motor vehicles not exceedingthree tonnes gross laden weight.



    Rights to which the premises is subject:

    3.3 Toallocate an equitable alternative Designated Parking Space if it becomesreasonably necessary to do so in place of any designated to the lease



    Covenants enforceable by the Lessor and the Manager

    2. Not touse the Designated Parking Space for any purpose other than for the parking ofa private motor vehicle or motor cycle thereon or for the storage ofnon-hazardous domestic items and not to park or allow to be parked nay motorvehicle wheeled vehicle boat or other form of transport on any other part ofthe development

    That is not crystal clear, but it does a[ppear the parking spaces have been designated. My advice would be to ask your landlord to seek clarity from the headlease holder.

    However, as there is no mention of a requirement for a permit the PPC are on a hiding to nothing trying to "fine" you for failing to display one. Keep the ball aloft.
    You never know how far you can go until you go too far.
