Landlord and Land Owner refusing to help with PCN

Hello all, apologies for bad grammar, English is not my first language.

I keep getting PCN's for parking at MY OWN numbered parking spot. The carpark at my block is near to supermarket and I have a numbered space with permit. Car park is managed by PCM and sometimes I forget to keep permit on dashboard but I have lived here long enough for PCM to recognise my car.

I have 4 PCN's, nearly £700, the first I appealed trying to explain that I live here but was rejected. Then I found this forum, the next three I followed all the Newbies advice to appeal, each rejected, have not bothered with IAS like advised.

I also emailed my Landlord and landowner asking them to call off PCM, but they say they do not get involved with Parking Disputes.

I've been getting lots of letters from DRP which I have also ignored as advised. However I got a notice before court letter from DRP, so I emailed them and PCM the drafted Letter Before Claim from thread no. 4 and also CC'd in my Landlord and the LandOwner.

DRP have ignored it and say I have until the end of January to pay £700 or face court action.

My landlord just keeps saying he does not get involved and the landowner have sent: "You are correct in addressing this matter directly to the parking enforcement agents as we do not manage parking disputes. However, thank you for making us aware of the matter. We have logged this email and made a note on our systems."

I'm trying to remain confident that they are bluffing about taking me to court, but I have anxiety and this is causing me lots of stress. what should I do?

    first check your rental/lease agreements for any mention of parking and post them word for word, excluding any personal data.
    secondly don't stress.
    From the Plain Language Commission:

  • There is nothing whatsoever in my lease or tenant contract about parking, I made sure to emphasize this in my email that I sent
  • Does the contract or lease give you use of this parking spot ?
    I do Contracts, all day every day.
  • No, when I moved in I got handed the permit for it with the flat
  • If its nothing then your position is weakened unfortunately.
    If it said rental for flat and parking space it would be better.

    What does your lease/tenancy agreement say? (There may be specific wording in there, but you can't see it. After all, you've already told us that English isn't your primary language).

    as above the exact wording is important. it may not be obvious, but something may be hidden away in the terms somewhere.

  • I've read through all of it and even had my English flatmate check and there isn't anything that relates to Parking at all.

    Nope, the lease just lists stuff like:
    -The tenant agrees to pay rent on time
    -the tenant agrees to pay for any damages inflicted upon the property
    -the tenant acknowledges that should damages go uncertified they stand to lose a cut of their deposit
    etc.

    Nothing at all about parking
