I think the OP might be recalling a LJLA court case where the driver had broken down. The judge gave VCS short shrift. I think it actually was LJLA rather than the business park.

I struggle to see how any small claims court can justify awarding this outfit any money. They have no legal power to demand monies for stopping a car on a road or am I wrong?0

You're wrong. One or two court cases have been lost for stopping on the Liverpool Business Park, just down the road from LJLA and also plundered by the same VCS. It is a private road owned by Peel Holdings - same as LJLA.I struggle to see how any small claims court can justify awarding this outfit any money.
