Incidentally this location is not a council estate, it's run by a housing trust. You should contact them, explain about your disability, and ask them to get the charge cancelled.

Thanks for your help just I don't understand the whole thing and writing letters is not my strong point due partly to my aspergers. The thing I don't get is that they are not council or police so surely they can't keep harassing me like this if they have no legal ground to fine me. The notice on that isn't proper and not particularly visible and it's not like there is bright yellow warning sign saying residents parking only. The only signs I really take notice of are the proper Highway Code recognise ones with the blue P signs and hours you are allowed to park.

I agree entirely James, and I'll do the letters for you. Once we've got this cancelled we can see about taking it further, I've got some thoughts on that, but let's get the parasites off your back first.

Could you please send them the email exactly as I wrote it above? This might get them to cancel the charge immediately. It was this:

I confirm that I will be submitting an appeal to PoPLA which will state, among other things, that your charge does not represent a genuine pre-estimate of any loss to you or the landowner. As you know, this appeal point invariably wins at PoPLA so you may wish to cancel the charge now rather than pay the £27 (+VAT) PoPLA fee.

James - you're in safe hands with bazster, so follow his lead. With any luck that email will kill this off early ... if it doesn't then you will win at POPLA anyway, and will have cost these parasites into the bargain.

Chances are your initial appeal made them think they had a sucker that they could easily fleece, a fish that caught the bait. Now you've found this forum they'll eventually realise that this fish is a piranha.

Don't panic if they respond with a further demand, that's what they do. Bazster will get this cancelled in the end. Don't worry.

They said they are pursuing I want them to get done for their bullying surely the law has to come down on them at some point and protect me feeling very anxious I don't them getting my address and making threats.

I just hope I win the POPLA case the stress off it gets to me because I am not paying these people a penny. They are the not the council or the police and they have no legal right to do this. There signposting is a load of rubbish are not recognised in any Highway Code or Know your road signs handbook.
