its a civil matter, so no police will be involved
bailiffs cannot come unless there is a court order, so unless it went to court and you lost and then didnt pay, no bailiffs will come

At the bottom of that email - what does it say your options are? Look for a 10 digit POPLA code.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Right, to answer your original questions:
1. You can go to the press whenever you want, now if you wish.
2. I'm afraid there is no point in going to the police, they simply will not be interested.
3. I've sent you a private message so that you can send me certain things privately without going to the trouble of editing them to hide your details. I'll tell the other forum members what they need to know.
4. You should write/email the council that owns the car park and ask them to get the charge dropped. The friend you were visiting presumably pays rent to the council so ask him/her for contact details if necessary. Explain that you are disabled and that because of this you didn't understand about the parking restrictions, you can't afford to pay this and you don't understand how to appeal it. Be polite, ask them to drop it, don't demand!
5. If you too live in the council area for the same council you could contact your own councillor and ask for help. The council will give you his/her contact details or they should be on the council's website.

Thanks for the emails James, I can confirm that you have got a valid PoPLA code.
The next stage in the process is that you send an appeal to PoPLA (Parking on Private Land Appeals) where you will win.
I have some meetings to attend this morning but I will write your PoPLA appeal later today. I'll post it here when it's ready, so you can see what it says, and if you are happy with it we can send it to PoPLA (I'll handle that if you want).
Don't worry, there is plenty of time, we've got several weeks yet to get the PoPLA appeal submitted!
I understand that you are angry and upset but unfortunately the reply you sent to P4Parking (Nighthawk) will not have helped. However, you could now send this to them:
I confirm that I will be submitting an appeal to PoPLA which will state, among other things, that your charge does not represent a genuine pre-estimate of any loss to you or the landowner. As you know, this appeal point invariably wins at PoPLA so you may wish to cancel the charge now rather than pay the £27 (+VAT) PoPLA fee.
Please don't send anything else to them, regardless of what they send to you.Je suis Charlie.0
