Electricity meter is running after I've turned the electricity off at the mains

I notice the 'black box', which is the main fuse, seems to have a broken seal, which means there has been some unauthorized work done at some time, as a genuine company electrician would've resealed it.0 -
That's perfectly normal btw. That's the incoming main fuse, through the meter, then grey cables to your consumer unit.
The question is - has anyone else managed to tap in to those grey wires before they hit your consumer unit? Is that even a possibility?0 -
its the grey wires that come out of meter. everything after the grey wires draws power from the meter0

The black box is the main DNO's incoming fuse and connector. It looks OK.
The grey wires are the outlet from the meter. I can't see any connector blocks on those wires to go to a 2nd fuse box, so it seems likely that they go direct to the fuse box. Any junction connector would need to be visible - they aren't allowed to be hidden.
Although electric meters are very reliable, they can break - and this may well be one of those times.
I think a call to the electricity supplier reporting a suspected faulty meter is needed. This will be free if the meter is faulty, but they sometimes charge a large fee if the meter is OK.
An alternative is to ask an electrician in to trace the wires and do a basic check. Any decent electrician will have a clip on meter, that can clip onto the grey wires and will tell if any power is flowing. So, it would be a 5 minute job to tell if the main switch really does cut off all power from that meter. However, you'll end up paying for this whatever happens.0 -
