Job done, first minister.I maintain that for most Scots the campaign for a separate state is as radical as they get. They will look and, I suspect, applaud a package which:-
Doesn’t confront them with a dazzling new tax system
Is easy to understand
Ends the discredited council tax freeze
Leaves those in cheaper homes untouched
Gives an increased discount to low income families
Charges more to the better off
Doesn’t antagonise higher earners
Raises extra money which must go into education
Limits future council tax rises to 3 per cent
Embraces the prospect of a land tax
And allows councils to gain tax revenue from creating growth
.....But let’s not pretend this isn’t good politics. It’s exactly what you’d expect so near an election and will enforce SNP credentials. As soon as the critics open up, they will say only the better off pay more, the poor are protected and the money goes to our schools – guaranteed. Oh, and what’s your council tax replacement plan, Kezia?It all seems so stupid it makes me want to give up.

Well at least it's the better off. Scottish Labour wanted to tax everyone.
They've been bleating for weeks now about how council taxes need changed and that taxes need raised. The SNP have helpfully passed that onto Labour councils for the moment, just like they said they wanted. :cool:The freeze proved enormously popular with the Scottish public. But not with local government politicians who have repeatedly called for it to be raised or indeed replaced with a tax which hands them more money each year.
It would prove politically dangerous for a First Minister to end the freeze and put council tax up across the board.
This is exactly what Nicola Sturgeon avoided doing today. Her proposals are the stuff of political genius and illustrate why she will be in Bute House after May’s election.
Scotland’s largest local authority, the Labour-run Glasgow City Council, has continually complained about the freeze. Eighty-four percent of properties were in the lower four bands here in 2014-15. It would fall to them to put the taxes of 84% of their households up — not other politicians.
Sturgeon just increased the taxes of Scotland’s well-heeled minority while hanging the political cost of doing the same for middle-income families on another tier of government. You can’t buy street smarts like that.It all seems so stupid it makes me want to give up.

That's all well and good but the SNP run 7 councils at present and may well end up running more after the next council elections. It may fall to Labour to increase council taxes in Glasgow but it will fall to the SNP to increase them in much of the nation.0 -
I wouldn't agree with the "better off" part, we will be paying more under the new system, I certainly wouldn't class my less than £5k a year wages as better off, my husband just earns over the Scottish national average. The reason we have the house we have is because we go without many of the things the majority have.
If you were to add both our wages together we would earn far less than average ... and there is no hope of me ever getting working tax credits or any other "benefits"
So it isn't just the "better off" that will be affected by the latest SNP plans0 -
