    If Manchester is offered FFA, I cant see how Darling Nikki cant turn it down......SNP have wanted tax and spend powers for years.

    I voted for it to have devolution for an assembly and a mayor.

    I reckon that the northern cities getting elected mayors, devolved budgets would be a shot in the arm for them. Next step after that, if they want it, would be local assemblies for their region.

    The hasty halfcocked non-devolution currently being offered to the English city/regions is nothing more than a panicky measure by a Westminster elite worried that the call for Scots style devolution might make take hold in England too.
    The current constitutional crisis is quite simply solved by creating a federal UK with a 400/500 seat English parliament based in the North (York?) and a small federal assembly (100 seats?) situated in London.

    Devolution for some and not for others has created a right dogs breakfast of a constitutional settlement. You surely remember the time when everyone just voted for an MP to Westminster and that was it.     Our constitutional issues can be resolved quite easily without creating a whole new layers of majors, assemblies etc.

    There is no need to be panicked into hasty action just because of Scotland.

    Simple rules : if a power is devolved them only MPs from areas that where the power is not devolved get a vote.

    Plus a fair and just system of block grants for all the peoples of the UK.

    Let me see now:

    We would then have
    o. a Parish Council
    o. a County Council
    o. a Regional Parliament
    o. a National Parliament
    o. a.UK Parliament
    o. The House of Lords
    o. The EU Parliament

    each with their collection of attention seeking politicians with their salaries and expenses.!


    Somehow I don't think so. If we need more local devolution we have perfectly serviceable County Councils ready and waiting for more money and self-importance.
