Our constitutional issues can be resolved quite easily without creating a whole new layers of majors, assemblies etc.
There is no need to be panicked into hasty action just because of Scotland.
Simple rules : if a power is devolved them only MPs from areas that where the power is not devolved get a vote.
Plus a fair and just system of block grants for all the peoples of the UK.
No new Mayors or regional assemblies needed, just move the same English MP's away from Westminster into a Scottish style devolved assembly and a small federal government remains in London for defence and foreign policy etc. Even if EVEL is adopted didn't I read somewhere that all MP's have to vote on any English only issue for it to become law anyway?

All MP's will have the right to debate and vote on England only matters but English MP's will have the right of veto at the committee stage. In a Tory majority government that kind of works but what if the Governing party doesn't have a majority in England?
All a bit unwieldy don't you think and it hardly puts English suffrage on the same level as the Scots.

o. a Regional Parliament
o. a National Parliament
o. a.UK Parliament

o. The EU Parliament
each with their collection of attention seeking politicians with their salaries and expenses.!

Ideally England needs splitting up into giant regions e.g. North West, and put on the same basis as Scotland and Wales. May need to hold some powers centrally eg health.illegitimi non carborundum0

Yes why?
That would simply lead to regions fighting with each other and generally causing friction, each with an army of surplus career politicians and local obsessives.
