    Simple rules : if a power is devolved them only MPs from areas that where the power is not devolved get a vote.

    No new Mayors or regional assemblies needed, just move the same English MP's away from Westminster into a Scottish style devolved assembly and a small federal government remains in London for defence and foreign policy etc. Even if EVEL is adopted didn't I read somewhere that all MP's have to vote on any English only issue for it to become law anyway?

    at the moment all MPs can vote on all issues

    if the law is changed then the law will be different

    All MP's will have the right to debate and vote on England only matters but English MP's will have the right of veto at the committee stage. In a Tory majority government that kind of works but what if the Governing party doesn't have a majority in England?
    All a bit unwieldy don't you think and it hardly puts English suffrage on the same level as the Scots.

    we don't yet know what the actual law will be but clearly such an arrangement would be unfair.

    Will you not concede that a federal arrangement with an English Parliament is preferable to the current shambles?

    Somehow I don't think so. If we need more local devolution we have perfectly serviceable County Councils ready and waiting for more money and self-importance.

    Ideally England needs splitting up into giant regions e.g. North West, and put on the same basis as Scotland and Wales. May need to hold some powers centrally eg health.

    Yes why?

    That would simply lead to regions fighting with each other and generally causing friction, each with an army of surplus career politicians and local obsessives.

    This is something the SNP (Sturgeon) was blathering about, mischief making if every I saw it.
