Very true - but unfortunately the OP has confused BHP with speed in their list of criteria0 -
Guess so - but can't think of a modern estate that isn't pretty heavy, so need good bhp (or a twin/triple turbo bmw diesel).
Only lighter ones I can think of are nippy not fast0 -

Presumably the OP is still interested in buying a car, who knows?
The problem with all this BHP and 0-60 willy waving is that unless conditions are good you can't get the power down immediately when you want to, hence a theoretically lower powered Legacy will leave more powerful cars behind on the road because the driver can just let it go in almost any conditions.0 -

Upside down air vents on a Skoda is one example. If they come out of the factory with a minor error that would be time consuming and/or costly to fix then the Police will usually have it off them a bit cheaper than normal. The fleet manager isn't bothered that it looks a bit daft and the cops just have to live with it for the limited time they are driving it. Skoda couldn't have sold that to a member of the public as a new car.
In any case I would steer clear of ex-cop cars.0 -

They may buy run out stock of pre facelift models like the Met did with the last kf the previous model Focus and also the Hyundai i30
But they only buy cars that are brand new.
They do use some strange cars for undercover work such as Obs or for robbery squad.
But getting back to the OP.
The V70 and XC70 are solid and dependable but relatively rare in petrol form.
The Skoda VRs is a good reliable vehicle.
But I would personally go for a Subaru Legacy or maybe a Forester. All my Subarus have proved hardy and reliable.
That maybe true of some forces not all.
Demonstrators are often bought and the BMWs that escorted the Olympic torch were sold on. You can hardly call a lap of Britain delivery mileage.0
