No normal heating in the flat

Really, we can't tell how cold your place is, or how poor the heating is, as there's no good measure for that. Maybe you're used to warmer places/climes. Right now I have no heating on and am huddled under the usual sleeping bag for warmth. That's pretty normal to do for a lot of people.
Maybe if I came to yours I'd rip off my jumper and go "Wow - lovely and warm here".

It wasn't the answer he wanted to hear. Well that's the impression I'm getting about the whole thread. He's not answered any of the questions about why he thinks his heating is expensive / thermostat settings etc.
I think it was ruder the op comparing Britain to a third world country, but I bit my tongue until now
I am not comparing Britain to a third world country. I am sure there are very nice warm houses and flats in this great country and what I have is very untypical. It seems the heating is not working as it is supposed to, but the landlord is unwilling to fix this. I just do not understand how this flat got a relatively high EPC rating of C with this problem. You cannot really understand how warm the place is, until you move it. When we viewed, it was very warm outside. It is a very expensive mistake to make for me and I cannot believe the tenants are not protected against such things. I pay huge amount of money for this flat and cannot get it warmed. Maybe I can file a complaint with a council? What can I do?0 -

What is the temperature in your flat now without the heating on?
a few years ago, I was assigned to one of the former USSR countries . Winters are cold and it gets as low as minus 25 in some months. In my flat, it was plus 24. Central heating, 24hrs, and cost 20 pounds per month for a three bedroom huge flat. Yes, to me, paying 400 pounds a month to warm up a part of my flat, and get just 17 degrees is simply unacceptable... The worst thing I do not know what to do as this contract is until April and there is no way out.0 -
Conventional electric heating is 100% efficient, every kWh your heaters use is being used to heat your flat. If your flat isn't getting warm enough buy more electric heaters.
Next time you rent a flat ensure it has gas central heating0 -
Your flat is losing heat faster than the heaters can put it in, that is why it isn't warming up.
You're in a crap situation, but all you can do about it is learn.
I was in a crummy draughty place with expensive electric heating, I told myself that when I moved I would make sure the new place was efficient and warm. Now I am in an A rated new build with an efficient gas combi, and it is going to cost me about a quarter of what the old place did in a year. I only have the heating on for 30mins every morning and it is over 22c in the lounge at the moment.
I hope you find somewhere better when you decide to move, I'm sure you don't enjoy feeling so angry.0 -

Electric heating is surprisingly common in the UK. Gas may not be available in your block and / or there may be regulations (likely some EU bull) that prevents gas being installed.
In some flats gas is totally illegal under laws from 70 in response to a fatal gas explosion(before we joined the EU http://en.wikipedia.org/wiki/Ronan_Point) so not EU bull as we didn't join till 73.The truth may be out there, but the lies are inside your head. Terry Pratchett

I am ok with electric, but these panels without convectors and no storage heating simply do not work. It takes ages to warm the room and the max I get is 17 degrees if I put thermostat at 20 degrees. I changed the thermostat to 25 degrees for one night to see the result and when woke up, it was 20 degrees in the room. How can this be???

Any electric heater will do the job as they are all 100% efficient.
OP, those old room stats sound like they may be from an old under floor heating system. Especially so if they are in Fahrenheit.

EPC ratings are pretty meaningless.
Council would only intervene if the heating is actually defective or dangerous. "Inadequate" is probably not sufficiently bad for them to be interested.
If you could put up some photos of the heaters and any controls we may be able to suggest any ways of operating them more efficiently or give some advise on whether they are appropriate for the flat.A kind word lasts a minute, a skelped erse is sair for a day.0 -

I don't have my heating on - its currently 15C indoors @ 9pm in the evening. I'm snug as a bug under a blanket on my sofa! Its winter - I don't expect to not need layers of clothing indoors this time of year!
I think expecting to have your flat at 24C is a bit unrealistic. UK Government says 18C is a perfectly adequate home temperature.0
