There were two differences - the modem/routers provided and the capacity per user that the ISP provides.
There can be differences between modem/routers but they won't normally show up as a speed difference between peak and off peak. A better router/modem would result in a higher sync rate and potentially better speeds at any time.
Sky is normally an ISP provider with their own equipment in the exchange and their own backhaul. It sounds to me like your exchange had no Sky equipment and they provided their service across the BT network. It also sounds like they hadn't invested in enough capacity (BT capacity costs them significantly more than using their own backhaul) because peak time slowdowns are normally a result of congestion.0 -

This is what the cause of my problem was. It was a BT only exchange serving a number of small villages & what Sky were supplying was wholesale consequently the service was being reduced as demand for adsl in the surrounding villages increased.
I had tried alternative routers ranging from freebie paper weights supplied by ISP's to corporate Cisco's as I'm a network engineer by trade & conveniently have a selection at my disposal . All would state the same sync rate but download speeds would still fluctuate depending on time of day.0
