Now, I don't like relying on the specifics of the English (as the contravention happened in Hungry) but I was not using the car.
With respect to informing them of the actual driver, I spoke to them on the phone initially and said I could provide this, but they told me it was not relevant ... which is why I have not chased that line further.
I do however like the idea of inquiring what legislation they are following.

From the National Toll Payment Service websiteIf a vehicle has no valid authorisation for road use at the time of inspection, or, in the case of electronic purchase, the driver does not have a confirmation message sent by the provider, the motorist must pay an excess charge established on the basis of the vehicle’s toll category. The excess charge can be paid on the spot by bank card, at any customer service office, by postal money order, or through bank transfer. With regard to electronic inspection based on the identification of the registration number, the excess charge can be paid at any customer service office or else by postal money order or through bank transfer after receiving the excess charge notice (the information regarding these options is detailed in the excess charge notice, in its information section). Grace periods are calculated from the date of inspection in the case of on-site inspections, and from the receipt of the excess charge notice in the case of electronic inspections.
The registered owner of the motor vehicle (the operator) is liable to pay the excess charge!

Which of the following applies to Hungary
Countries can be split into one or more of four categories which, in descending order of ease and convenience, are:
1.countries to which the European Enforcement Order (EEO) Regulation applies;
2.countries which have signed the Brussels Regulation or the Lugano Convention;
3.countries with which the UK has bilateral enforcement conventions in place;
4.countries for which none of the above apply - notably the USA, Japan and China
Not sure any apply to Hungary, but willing to be corrected.
Now unless OP plans to visit Hungary and hand himself in to some local police station, any attempt to get money out of him would have to be enforced through the English courts.0 -
a guy on another forum paid the fine direct to hungery or wherever , then wrote to EPC with the recept , saying "thanks for reminding me" they were pretty !!!!ed off not to get there cut.
however due to the laws in the UK and the country the offence happened it , I would ignore it0 -
I doubt very much that either EPC or the Hungarian authorities would go to the hassle of obtaining a judgment in Hungary and then seeking to enforce it in the UK under treaties on mutual recognition of judgments- it would cost them more than it is worth for such a relatively small sum of money.
There is a possibility of hassle if the RK goes to Hungary in the near future, but personally I would be tempted to ignore it, assuming he/she has no plans in that direction.0 -

Frankly I'm completely lost now as to what it is you are trying to say. You initially seemed to be saying that it's the OP's fault that someone using his car failed to pay a toll in Hungary and that he (the OP) needs to face up to his responsibilities.
If that is what you were saying then I say you are 100% wrong, regardless of whatever bollox is written in Hungarian or English law. Even if there is law that can force him to pay it's still neither his fault nor his responsibility and the law in question sucks.Je suis Charlie.0 -

I cannot tell this OP if the scenario can be enforced , but its important to know what he is facing before he makes a decision to ignore it or not , that is his problem and as my car will never be goint to Hungary then I will never face this problem so all I ever did was try to understand his problem and advise him if I could
clearly I cannot advise him any further but I believe several people on here have already pointed these issues out and it seems to be discussed on various forums so I fail to see why you have only targeted me, unless it is vindictiveness or pedantry ?
as David Dickenson says, its all about opinions and sometimes that is the problem, everybody has their own opinions , but what you fail to register is that all members on here have the right to post and not be trolled by other people such as yourself, your confrontational attitude is what constantly grates with other people and my opinion is you need to learn to step back from feeling the need to stamp on other people and their opinions , otherwise you could be the only person posting on here due to the off-putting nature of many of your posts meaning you will have nobody to argue with or trollthen I say you are 100% wrong
